I am complete with the mainline (do not collect ISO or PIX), so if you slap me some updated fixdats i will see what fits in my Mega folder.

Also, you are gonna need these corrected DATs to ever get complete. Thanks to the TOSEC Discord and Crashdisk from EAB for these.

I see your fix DATs include missing files from TOSEC-ISO and TOSEC-PIX I longer collect these sets so sorry I can not help with these missing files.

 Download FixDat_Apple IIGS - Hard Disks - Operating Systems - [2MG].7z from the Archive Update above and extract it; the 'View Contents' there gives a 0-byte file.

Does anyone maintain TOSEC Rollback? Is there a reason to do so? I don't really see much sources available.

 Unlike MAME where the software may regress, testing, etc... TOSEC tries to archive every variation, and rarely roms are replaced, unless it is wrong named, or bad dumps/overdumps, etc. Rollbacks would only be bad dumps, and they are mostly archived and replaced when a good dump is found or redumped.
